Yes, they thought they were writing a 10th generation knockoff of a Burt Lancaster pirate, poor dears. But they got Johnny Depp instead, fortunately for us all.

I think the writers were a little more, um, savvy than that; the screenplay is far too tongue-in-cheek to be merely a sentimental revival of the old pirate genre. But there's no question that Depp saw all the potential and ran with it.
